Global Digital‑Governance Processes

Monitoring Digital‑Related Initiatives Across the UN System

Several UN‑related digital‑governance processes are active in parallel, each with its own mandate and operational structure. As part of its 2026 work, the DASH Advisory Council tracks these processes and identifies developments relevant to digital accessibility.

Key Processes

World Summit on the Information Society (WSIS)

A long‑standing multistakeholder process led by the International Telecommunication Union (ITU), with major events co‑organized by UNESCO, UNDP, and UNCTAD. WSIS convenes annually or in multi‑year cycles to advance global digital‑development priorities.

Global Digital Compact (GDC)

Adopted in 2024 as part of the Pact for the Future and overseen by the UN Office for Digital and Emerging Technologies (UN ODET). The GDC outlines shared principles for digital cooperation, including commitments related to digital inclusion. Accessibility‑related provisions were incorporated into the final text.

Internet Governance Forum (IGF)

A global multistakeholder platform established in 2006, with its Secretariat hosted by UN DESA. The Dynamic Coalition on Accessibility and Disability (DCAD) operates within the IGF ecosystem. ITU and G3ict co‑founded DCAD in 2007, and G3ict contributed to several IGF editions in its early years; DCAD is now managed independently from G3ict.

Partner2Connect (P2C) Digital Coalition

A multi‑agency initiative led by the ITU, in collaboration with UN ODET and the UN Office of the High Representative for Least Developed, Landlocked Developing, and Small Island Developing States (UNOHRLLS). P2C focuses on advancing global connectivity, particularly in underserved regions.
